I'm not suggesting a fossil powered future. I'm suggesting that Germany has promised a very low cost conversion, and it likely is going to far more expensive than promised.
You are aware that large buildings almost never need heating? Large volume with lots of other heat sources like (people, fans, lights, computers, ...). Turning up the temperature is an energy saving measure.
I must have been in a small 27 story hotel then because turning the heat down did not work because the A/C kicked in! so I turned the heat off until the temps dropped to about 68 before turning it back on. that took only an hour... room cooled off very quickly.
problems with hotels overlooking bays is that every room has an outside view that literally covers an entire wall. not sure what kind of windows they were but it was very noticably cooler when the curtains were open as opposed to closed and the maids opened them every day
