It seems clear to me that the behavior has changed for 2013. I have not been down to Turtle in my new 2013, but I have been below VLBW twice, and I have yet to see the last bar disappear. I don't think there are any 'hidden bars'.
But, really, for 2013 LEAFs I am convinced that the answer is now, "Forget both the GOM and the bars. When you are getting close to empty, set the Trip Computer on 'Charge %' and watch the numbers there." Those percentage numbers seem quite linear.

They're really accurate until close to Turtle. LBW and VLBW are right on! However, Turtle should be around 2% (1.4% at slow speed), but it doesn't happen until sometime after --- %.

You are right, and I don't think that this particular behavior has changed in 2013. I believe that this was originally implemented in early 2011. They were called "new bars" then.
